Kolkata Environmental Improvement Project (KEIP) is a multi-agency endeavour to arrest environmental degradation and improve the quality of life in Kolkata. Its work is mainly in the outer areas of the city where the sewerage and drainage infrastructure is grossly inadequate and the drainage canals are choked by silt.

KEIP’s  objectives  are  to  reduce  pollution

by providing affordable access to basic urban services in slums, revamp and up grade the sewerage and drainage system, make solid waste management system efficient,restore the city's drainage canals , and improve outdoor recreation facilities in parks and water bodies. It also has a capacity building component to raise the standards of KMC’s delivery of municipal services.

Benefit Monitoring Evaluation
KEIP has engaged Infrastructure Professionals Enterprise Ltd. as its Benefit Monitoring Evaluation (BME) consultant.

The major objectives of the BME component are to:
  • Create a baseline database to be used as benchmark for monitoring project outputs and impacts.
  • Assess the degree of project outcomes and impacts, periodically, in relation to the urban infrastructure development and rehabilitation.
  • Identify the “Social” or “Quality of life” impacts, which appear to be related to such outcomes, to which quality of life in the selected area has improved.
The progress so far
  • Field visits for all the components i.e S&D, Slum Improvement, R&R including transect walk through project areas / settlements and informal discussions with specific target groups completed.
  • Inception Report together with a list of Quality of life indicators and a note on Literature Study and documentation of specific best practices completed.
  • A team of 15 field surveyors identified, who have been trained on the survey questionnaires and in Participatory Learning Activities (PLA) tools to be used for the qualitative survey.
  • The questionnaire survey for S&D and R&R is over.
  • Consultations with Borough Engineers to identify affected S&D wards are over, which will be followed by interactions with respective ward Counsellors to identify affected areas in selected wards for detailed Focus Group Discussions (FGD).
  • For R&R site selections, cent percent coverage is being planned for VAMBAY and Transit families.
  • Slum selections for detailed PLA and FGD have been done from Packages 9 and 10 based on zonal classification and amount of funds allocated for improvement works.
  • Detailed PLA exercises coupled with FGD already carried out in R&R and SIW sites.
  • IPE have already submitted a report on review of literatures. An interim report has also been submitted by the agency after collecting primary level information through HH survey, PLA & FGD for the baseline. The final report of BME has been finalized and has also been sent to ADB.
