Kolkata Environmental Improvement Project (KEIP) is a multi-agency endeavour to arrest environmental degradation and improve the quality of life in Kolkata. Its work is mainly in the outer areas of the city where the sewerage and drainage infrastructure is grossly inadequate and the drainage canals are choked by silt.

KEIP’s  objectives  are  to  reduce  pollution

by providing affordable access to basic urban services in slums, revamp and up grade the sewerage and drainage system, make solid waste management system efficient,restore the city's drainage canals , and improve outdoor recreation facilities in parks and water bodies. It also has a capacity building component to raise the standards of KMC’s delivery of municipal services.

Short-listing Criteria
A. Summary of Points Allocated
  Qualification of the Firm Allocation 1000 points
1 Capacity of the Firm for carrying out public relations and awareness programs 400 points
2 Experience in similar mode of promoting public relations and awareness:
Through media campaigns: 200 points
Through stakeholder consultation: 100 points
300 points
3 Experience, in public relations and awareness program, in urban areas 300 points
B. Narrative Description and Percentage Rating
(1) Capacity of the Firm for carrying out public relations and awareness programs (400 points) The evaluation will be made on the basis of the firm’s financial capacity and number of permanent staff. The following ratings will be used in the evaluation.

The firm shall pass on both criteria to be qualified for the assignment.
2) Experience in similar mode of promoting public relations and awareness (300 points)
The evaluation will be made on the basis of the experience of the firm in the mode or means used by the firm in promoting public relations and awareness during the past ten years. The important means are through media campaigns and stakeholder consultations. During evaluation their weighting will be considered as under: (i) through media – maximum 200 points, (ii) through stakeholder’s consultation – maximum 100 points.

The following ratings will be used in the evaluation for the two categories of projects.

An assignment of at least 12 months duration or of a value of INR 400,000 shall count as one project.
(3) Experience of projects of public relations and awareness program, in urban areas (300 points)

The evaluation will be made on the basis of number of projects, of public relations and awareness program in urban areas, undertaken by the Firm in last ten years. Following ratings will be used in the evaluation.
