Kolkata Environmental Improvement Project (KEIP) is a multi-agency endeavour to arrest environmental degradation and improve the quality of life in Kolkata. Its work is mainly in the outer areas of the city where the sewerage and drainage infrastructure is grossly inadequate and the drainage canals are choked by silt.

KEIP’s  objectives  are  to  reduce  pollution

by providing affordable access to basic urban services in slums, revamp and up grade the sewerage and drainage system, make solid waste management system efficient,restore the city's drainage canals , and improve outdoor recreation facilities in parks and water bodies. It also has a capacity building component to raise the standards of KMC’s delivery of municipal services.

Status of Supplementary Loan for Project


Cost overruns in the Project necessitated funds to complete the initial scope of the Project as well as take up some other jobs that would complement the overall objectives of the Project. Therefore, supplementary funding was sought.

  • An ADB Fact Finding Mission visited Kolkata from 23 to 30 May 2006. Follow-up mission visited Kolkata from 3 to 8 July 2006 to conduct further safeguards compliance assessment.
  • The Aide Memoire records the understandings and the agreements reached between the Government of West Bengal and the ADB Mission in the state level wrap-up meeting chaired by the Secretary, Municipal Affairs Department on 29 May 2006 in Kolkata. The first Govt. of India level wrap-up meeting chaired by the Director, DEA, GoI was held on 3 May 2006. The final wrap-up meeting was held in New Delhi under the chairmanship of Joint Secretary, DEA, GoI on 31 July’06 in which ADB representatives from Manila also participated. The Loan appraisal mission visited from 12 – 15 th September 2006. Supplementary funding to the tune of USD 113.60 million was agreed upon in this meeting. The supplementary loan will be shared as follows:
    • ADB: USD 80 million
    • State Govt.: USD 19.5 million
    • KMC: USD 14.10 million
  • The loan was approved by ADB Board on 14 December 2006
  • The agreement was signed 21 February 2007
  • The loan is effective from 1st June, 2007
  • Principal activities that will be covered by supplementary loan are:
    • SDE (S & D works in Borough XV)
    • SDF (S & D works in Borough VII – Lot 1 & 2)
    • SD 27 & SD 32 (Construction of DWF Pumping stations, Bor VII & Bor XV)
    • SD 28 (Augmentation & Renovation of PS Bor. VII)
    • SD 30 (Augmentation & Renovation of Garden Reach STP)
    • SD 31 (Procurement of Water meters)
    • CW 13-15 (Rehabilitation of Churial canal)
    • CW 19 (Misl. Works of Canals)
