Kolkata Environmental Improvement Project (KEIP) is a multi-agency endeavour to arrest environmental degradation and improve the quality of life in Kolkata. Its work is mainly in the outer areas of the city where the sewerage and drainage infrastructure is grossly inadequate and the drainage canals are choked by silt.

KEIP’s  objectives  are  to  reduce  pollution

by providing affordable access to basic urban services in slums, revamp and up grade the sewerage and drainage system, make solid waste management system efficient,restore the city's drainage canals , and improve outdoor recreation facilities in parks and water bodies. It also has a capacity building component to raise the standards of KMC’s delivery of municipal services.

1. India has received a Loan (Supplementary Loan) from the Asian Development Bank (ADB) towards the cost of the Kolkata Environmental Improvement Project and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

2. The Kolkata Municipal Corporation (The Employer) represented by Project Director, Project Management Unit, KEIP, invites sealed bids from eligible bidders for the Creation of Green Belts along T.P, Monikhali and Churial Canals and in South Suburban East (SSE) STP site at Keorapukur. The principal quantities involved in the work package, but not limited to, are :

4. To purchase the bidding document in English, eligible bidders should write to address given above requesting the bidding documents for :

  • Creation of Green Belts along T. P, Monikhali and Churial Canals and in South Suburban East STP site at Keorapukur.
  • pay a non-refundable fee of Rs. 5000.00 by way of demand draft favouring Kolkata Municipal Corporation, payable at Kolkata. The document will be sent by courier, if requested, for an additional fee of Rs. 500.00 (payable by demand draft)within India.


5. Bidders should satisfy the following qualification requirement and must demonstrate that :

  • The bidder has an annual turnover of Rs 9,500,000.00 at an average over the last 3 years and a cash flow capacity of Rs 2,700,000.00.
  • The bidder shall have experience in construction contracts in the role of Contractor/Joint venture / Sub-contractor for at least last 5 (Five) years prior to the submission dead line.
  • Participation as contractor/joint venture / sub-contractor in at least two number of contracts of nature, volume and complexity equivalent to the works specified herein within the last 10 years each with a value of Rs 6,750,000.00 that have been successfully or are substantially completed.
  • Similar contract shall include works like general civil engineering works including infrastructural works and landscaping works. In case the civil contractor does not have experience in landscaping / plantation works, he is EITHER to make a joint venture with agency having experience in supply and planting of trees similar to the present scope of work OR engage a nominated sub-contractor having experience of similar works of supply and plantation of trees.
  • For civil contractor / joint venture / nominated sub-contractor, experience for supply and plantation works shall be of at least 2000 no. of plants in a year within the last 10 years.
  • In case of joint venture, all partners combined must meet the financial capacity and the experience criteria indicated above.


6. A Pre bid meeting will be held in the office of the Project Director, KEIP at 11.00 A.M. (IST) on 21.11.2008. Bidders are encouraged to participate in this meeting and it is desirable that bid document is studied thoroughly by the bidder before this meeting. Project Director KEIP will arrange site inspection on 20.11.2008. Bidders are advised to send their representative(s) to KEIP office at the address given above at 10:30 A.M. (IST) on the said date and proceed to site with PMU Engineers.

7. Deliver your bid:

  • To the address given above
  • On or before the deadline 05.11.2008 at 2.30 P.M. Late Bids shall be rejected.
  • Together with a bid security of Rs 135,000.00
  • Bids will be opened at 3.00 P.M (IST) on 05.12.2008 in the presence of bidders’ representatives who choose to attend.
