Kolkata Environmental Improvement Project (KEIP) is a multi-agency endeavour to arrest environmental degradation and improve the quality of life in Kolkata. Its work is mainly in the outer areas of the city where the sewerage and drainage infrastructure is grossly inadequate and the drainage canals are choked by silt.
KEIP’s objectives are to reduce pollution
by providing affordable access to basic urban services in slums, revamp and up grade the sewerage and drainage system, make solid waste management system efficient,restore the city's drainage canals , and improve outdoor recreation facilities in parks and water bodies. It also has a capacity building component to raise the standards of KMC’s delivery of municipal services.

5. Bidders should satisfy the following qualification requirement and must demonstrate that :
Networth is positive
Average annual construction turnover over the past three years should be atleast Rs. 84,000,000.00 for Lot 1 and Rs. 53,200,000.00 for Lot 2 respectively.
The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the overall cash flow requirement of atleast Rs.2,400,000.00 for Lot 1 and Rs 15,200,000.00 for lot 2 respectively.
Experience in construction contracts in the role of Contractor/Joint Venture Partner/Sub-Contractor for a minimum of 5 Years.
Construction Experience in Contracts of Similar Size and Nature :
Participation as Contractor/Joint Venture Partner/sub-contractor in at least two contracts within the last 10 years each with a value of not less than Rs. 60,000,000.00 for Lot 1 and Rs 38,000,000.00 for Lot 2 respectively, that have been successfully or are substantially (more than 80%) completed and that are similar to the proposed works.
For similarity, Construction / Rehabilitation of canal / drainage channel / embankment / dam / dyke including structures shall be considered.
Bidders must meet the aggregate qualifying requirements for annual turnover and cash flow capacity and technical capacity (equipment and personnel to be fielded ) to qualify for multiple contract awards.
6. Work planning, method statement including methodology proposed by the bidder for execution of the work as detailed in section 9 of bid document, shall be a key element for technical evaluation of the bid.
7. For Single stage Two envelope Bidding procedure , bidders will submit two sealed envelopes simultaneously, one containing the Technical Proposal and the other the Price proposal.
Initially, only the technical proposals are opened on the date and at the time advised in the bidding documents. The price proposals remain sealed and are held in custody by the Irrigation and Waterways Department, Government of West Bengal. The technical proposals are evaluated by the Irrigation and Waterways Department, Government of West Bengal and cannot be amended or changed. The objective is to allow the Irrigation and Waterways Department, Government of West Bengal to evaluate the technical proposals without referring to price. Bids that do not conform to the specified requirements may be rejected, with ADB’s approval, as non-responsive bids.
Following ADB’s approval of the technical evaluation, and on the date and at the time advised by the Irrigation and Waterways Department, Government of West Bengal, the price proposals of the technically responsive bidders are evaluated, and following approval by ADB, the contract is awarded to the bidder who submitted the lowest evaluated substantially responsive bid.
8. A Pre bid meeting will be held in the office of the Project Manager (Civil) Project Management Unit, Kolkata Environmental Improvement Project, Irrigation & Waterways Department, Government of West Bengal at 12.00 Noon (IST) on 05.11.2008. Bidders are encouraged to participate in this meeting and it is desirable that bid document is studied thoroughly before this meeting. Project Manager (Civil) Project Management Unit, Kolkata Environmental Improvement Project, Irrigation & Waterways Department, Government of West Bengal will arrange site inspection on 04.11.2008. Bidders are advised to send their representative(s) to KEIP office at the address above at 11.00 A.M. (IST) and proceed to site with PMU Engineers.

BACKGROUND INFORMATION
Kolkata is the capital of West Bengal, a state in India located in the eastern part of the country. It is situated about 145 km from the mouth of Hooghly river and the Bay of Bengal. The latitude and longitude of Kolkata is 220 23’ N and 880 20’E respectively. Kolkata is a large city in India with the Kolkata Municipal corporation area spreading over 187 sq.km and a total population of about 4.56 million. Additionally, there is a floating population of about 2 million that come to the city everyday. It is connected by an international airport (Netaji Subhas Chandra Bose International Air Port at Dumdum) and two ports (Kolkata Port and Haldia Port) with rest of the world. The construction environment is in a densely populated urban area with heavy vehicular and pedestrian traffic requiring all forms of management and safety measures at all construction sites.
The city is about 6 meters above mean sea level. The terrain of Kolkata is almost flat, which results in minimal advantage of gravity drainage. Ground water level of the city generally varies from 1.5 m to 2 m below G.L and during the monsoon and immediately thereafter the level is as high as 1 m below G.L. The summer temperatures between March and October hovers around 250-380 C and winter temperatures from November to January are around 100 – 250 C. Average annual rainfall is about 1600 mm. Generally the working season for civil works is October to May. However, the work can continue during other dry spell periods also.
Due to Kolkata’s flat terrain, storm water and sewerage have to be pumped into the canal/drainage channels. During rainy season, flooding is experienced in undersized drains, drains blocked by uncollected solid waste, water hyacinth and silted canals. Hence, the urgent need of rehabilitation and upgrading of Canal System in the project area is to ensure adequate conveyance and disposal.
The works under Canal Improvement in the KEIP includes the restoration of design section, replacement of bridges and culverts causing obstruction to flow, lining of selected reaches to increase the hydraulic efficiency, remodeling / augmenting pumping capacity / constructing new pumping stations at the outfall of selected canals.

The drainage basin is a part of gangetic deltaic plain of river Hooghly. Terrain is typically flat deltaic land dotted with numerous low areas of marshes and shallow lakes. Master slope is from South-West to North. Upper reach of the basin is mostly urbanized and the remaining portion is some semi-urban and / or rural catchment area of the baisis is within the administrative control of Kolkata Municipal Corporation, Sonarpur Rajpur Municipality.
This contract package comprise works of Keorapukur Canal having a total length of about 0.85 Km, situated in Borough XI & XIII, of Kolkata Municipal Corporation area. Canal Stretchs included in this package under different lots are as below :
