1. India has received a loan from the Asian Development Bank (ADB) towards the cost of Kolkata Environmental Improvement Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

4. To purchase the bidding documents in English, eligible bidders should :

write to address above requesting the bidding documents for Construction of Sewerage & Drainage for Borough – I including House Connection

pay a non-refundable fee of Rs. 10,000 or US $ 210 by way of demand draft favouring Kolkata Municipal Corporation, payable at Kolkata. The document will be sent by courier for an additional fee of Rs. 2500 within India or Rs. 6000 or US $ 150 for delivery outside India.
5. Bidders should satisfy the following qualification requirement and must demonstrate that :

The bidder’s net worth is positive.

Minimum average annual construction turnover of US$ 15 Million (INR 720 Million) calculated as total certified payments received for contracts in progress or completed, within the last 3 (Three) years.

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet : the following cash-flow requirement: US $ 3 (INR144 Million )

Experience under construction contracts in the role of Contractor, Subcontractor, or management Contractor for at least the last 10 (ten) years prior to the applications submission deadline.
- Participation as Contractor, Management Contractor or Subcontractor, in at least 2 (two) contracts within the last 10 (ten) years, each with a value of at least US$ 15 Million (INR 720 Million) , that have been successfully or are substantially completed (80%) and that are similar to the proposed works, for similarity only works of laying conduits / pipe lines / underground reinforced cement concrete box will be considered. Further, at least one of the above contract shall be in sewerage / underground drainage works as Contractor or Sub-contractor.
- For the above or other contracts executed during the period stipulated above, a minimum construction experience in any one year in the following key activities ( In single or multiple projects in aggregate)
Laying of sewer lines above 300 mm and upto 600 mm diameter including appurtenances – 0.7 Km and for diameter above 600 mm including appurtenances- 1.8 Km .

6. A Pre bid meeting will be held in the office of the Project Director, KEIP at 11.00 A.M. (IST) on 15.10.2009. Bidders are encouraged to participate in this meeting and it is desirable that bid document is studied thoroughly before this meeting.
Project Director KEIP will arrange site inspection on 14.10.2009. Bidders are advised to send their representative(s) to KEIP office at the address above at 10:30 A.M. (IST) and proceed to site with PMU Engineers.
