1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities”, issue no 578 of March 2002.
2.India has received a loan from the Asian Development Bank (ADB) toward the cost of Kolkata Environmental Improvement Project and it intends to apply part of the proceeds of this loan to payments under the contract for procurement, installation, commissioning, testing, calibration and training of Flow Meters under Contract No. KEIP/ICB/SD40/2011-12.
3.The Kolkata Municipal Corporation (KMC) now invites sealed Bids from eligible Bidders i.e. Manufacturer or authorised dealers with minimum 3 years experience in this field for supply, delivery, installation, commissioning, testing, calibration and training of Flow Meters of the following types and sizes :

4. International Competitive Bidding will be conducted in accordance with ADB’s Single Stage Two Envelope Bidding procedure and is open to all bidders from eligible source countries.
5. Interested bidders may obtain further information from the purchaser and inspect the Bidding Document at the address given below in Sl 13.
6. The Bidding Document in English language, may be purchased by interested Bidders by writing to the address mentioned in Sl No. 13 and upon payment of a nonrefundable fee of INR 10,000/-(Indian Rupees Ten Thousand only) or equivalent amount in a freely convertible currency, from the date of publication of the advertisement upto the last date of submission of Bids. Those who desire to receive the document by courier shall pay INR 2500/- (Indian Rupees Two Thousand and Five Hundred only) extra for delivery within India, or INR 6,000/- (Indian Rupees Six Thousand only) or equivalent amount in a freely convertible currency extra for delivery outside India. The fee shall be paid in the form of demand draft favoring The Kolkata Municipal Corporation, payable at Kolkata. No liability will be accepted for loss or late delivery.
7. Bidders should satisfy the following qualification requirement :
- The bidder must be in the business for supply, installation and commissioning of Flow Meters for at least last three years. Flow Meters offered shall be in production for at least last 10 (ten) years.
- Manufacturers offering goods should have produced in last 10 (ten) years a minimum of
- 200 units of Insertion Probe Type Electromagnetic Flow Meter with flow transmitter/convertor and data loggers, GSM/GPRS interface and other communication interface
- 200 units of Pressure sensor with pressure transducer / transmitter with data loggers, GSM/GPRS interface and other communication interface
- 5 units Portable ultrasonic clamp-on Flow Meter
- Bidder’s average annual turnover for the last three years shall be INR. 156,800,000.00 or equivalent amount in a freely convertible currency.
- Bidder’s working capital should not be less than INR. 15,680,000.00 or equivalent amount in a freely convertible currency.
8. Bids must be delivered to the address below on or before 2.30 P.M Indian Standard Time (IST) on
30th January, 2012. All bids must be accompanied by a bid security of INR. 850,000 (Indian Rupees Eight Hundred Fifty Thousand only) or equivalent amount in a freely convertible currency. Reserve Bank of India’s exchange selling rate 28 days’ prior to the bid submission date will be used for calculating the bid security values. Late bids shall be rejected.
9. Technical Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below immediately after bid submission. At the end of the evaluation of Technical Proposals purchaser will invite technically qualified bidders to attend the opening of the price proposal at the date and time determined.
10. Project Director KEIP will arrange site inspection on 28th December, 2011. Bidders are advised to send their representative(s) to KEIP office at the address below at 11.00 A.M. (IST) and proceed to site with PMU/KMC Engineers.
Pre bid meeting shall be held in the office of the Project Director, KEIP at 11.00A.M. (IST) on
29th December, 2011. Bidders are encouraged to participate in this meeting and it is desirable that bid documents are studied thoroughly before this meeting. Non- attendance at the pre- bid meeting will not be a cause for disqualification of a bidder.
11. The Kolkata Municipal Corporation will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
12. In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to the Bidders and Evaluation Criteria.
